Thomas K. Sarrouf recently retired after 25 years with the Massachusetts State Police, where he spent the majority of his career assigned to the FBI Boston Division, Joint Terrorism Task Force; conducting terrorism investigations and working national intelligence requirements. During his career, Mr. Sarrouf also served as the lead advisor to Mr. Cutone in the development of the C3 policing program and worked with Mr. Cutone in the implementation of the program.
Mr. Sarrouf is a U.S. Army Special Forces officer currently serving in the National Guard and has commanded at multiple echelons within the U.S. Army Special Operations community. He is a graduate of U.S. Naval War College Naval Command and Staff Course and was a U.S. Army War College Fellow at Harvard University’s Kennedy School of Government. He holds a bachelor’s degree from Norwich University in International Studies, a Master’s degree in
Criminal Justice from the University of Massachusetts Lowell and a Master’s degree in National Security and Strategic Studies from the United States Naval War College.
